Chanda Center for Health Program
The Chanda Center for Health has pioneered access to alternative therapy services for people with disabilities through the inception and expansion of the Community and Integrative Health (CIH) Waiver. Therapies offered by the Chanda Center for Health include massage, chiropractic, and acupuncture.
Program Overview
The Chanda Center for Health has chosen to partner with Palco, the top FMS in the country, to offer a remote option for eligible Complimentary and Integrative Health (CIH) Waiver members who reside outside of a 30-mile radius of the Chanda Center for Health clinic in Lakewood, CO. Through this program, waiver participants can receive services from a qualified and approved vendor/provider of their choosing to access Chiropractic, Massage, and Acupuncture services. This means CIH waiver participants can now receive therapies through any eligible provider of their choosing.
This partnership with Palco streamlines the procedure for submitting necessary information to ensure prompt payment to the providers. Palco’s role is to support participants with enrollment, management, and facilitation of payment for their services to make access possible.

Who We Serve
Participants – To qualify for the CIH waiver, you must:
- Have a qualifying condition of a spinal cord injury (traumatic or nontraumatic), multiple sclerosis, brain injury, spina bifida, muscular dystrophy, or cerebral palsy.
- Have been determined to have an inability for independent ambulation resulting from the qualifying condition as identified by the case manager through the assessment process. The inability for independent ambulation for the HCBS-CIH waiver means:
- The individual does not walk and requires the use of a wheelchair or scooter in all settings, whether or not they can operate the wheelchair or scooter safely on their own, OR;
- The individual does not walk but requires use of a walker or cane in all settings, whether or not they can use the walker or cane safely on their own, OR;
- The individual does walk but requires “touch” or “stand-by” assistance to ambulate safely in all settings.
- Have been determined to be financially eligible.
- Have been determined to need long-term services and supports as you would receive in a nursing home or hospital.
Providers – The Chanda Center for Health Remote Services option is a 1099 vendor service, meaning the therapist—massage, chiropractic, or acupuncture—can provide the services without becoming a Medicaid provider. Vendors must fully enroll with Palco to begin providing services to a participant and will then submit provider/vendor payment requests to Palco. This program allows vendors to expand their client base, build community relationships, gives them an opportunity for training to work with individuals with disabilities, and allows them to make an impact on an underserved population.
Case Management – Through this program, case managers will be able to help serve participants despite barriers they face due to a lack of Medicaid providers. By eliminating the cumbersome process of enrolling as a traditional Medicaid provider, more people can access the care they need. Participants can recruit any eligible provider to provide services, and Palco will support with the enrollment, management, and facilitation of payment for their services.
